I have the honour to bring before the notice of H. E. the Governor the great obstruction to the arrest of criminals or the prevention of crime that is caused by the necessity of communicating with the Mandarins in the immediate vicinity of this colony through the medium of the British Consul at Canton and the Viceroy of that city.
H. E. is probably aware that a mandarin of considerable rank and exercising jurisdiction over an extensive range of country resides at Kowloon city within 400 yards of the boundary of British territory, and that several villages on either side of this boundary are inhabited by Hakkas, a turbulent race and frequently engaged in robberies.
